The National Horsemen’s Benevolent & Protective Association presents its Proposed National Policy on Drug Testing and Therapeutic Medication Regulation for Association of Racing Commissioners International (ARCI) Class 1, 2, 3, 4, and 5 substances. This document defines the relevant terms, and sets forth the regulatory need and scientific basis, for policies which include 1.) zero tolerance for performance-altering substances in horses, 2.) thresholds or regulatory limits for therapeutic medications and endogenous or environmental substances, 3.) the need for scientifically established medication withdrawal-time guidelines, and 4.) national standards for administrative procedures, laboratory accreditation, the reporting of chemical identifications and their quantitative determination, and independent analysis and review. Also, compiled here are the current thresholds and withdrawal-time guidelines as set forth by U.S. racing authorities.
